Scuba diving cupcakes

These scuba diving cupcakes complemented the scuba diving cake that I made.

Plain blue fondant didn’t do it for me because I thought it should be ‘water’ like. I deliberated between making the blue marbled or indenting ‘waves’ in the fondant. I decided to marble the blue in the end, matching the cake.
